$85 today in Rochester New York a ATM cash withdrawal that I did not make what is going on and how does this happen

My wallet was stolen $1043.49 was taken off my debit card. I don't know how. I have no pin written anywhere. I don't know the card was copied somehow, but the. Money was initially reimbursed. Now in October the money was redacted, by reasons I can't explain. They told me that they used my pin and that I had made purchases in that store before. How can I explain that? Many my card was duplicated? But to just take that off my card when I did not make these purchases at Martins, PAI ISO, and AMAZON by the time I could make home and called from our home phone and waited on hold just to be hung up on? Then I call back and faxed the police report number as they asked. The money was reimbursed only to be redacted 2 months later? I was robbed and I'm supposed to be protected by FDIC guidelines.

$133 fraudulent charge after using an ATM in a Downtown LA mini-mart. I pulled out $100 and accepted the $3 fee, which is correctly shown on my statement below the fraudulent charge.
