What is it?

I got my daughter an $200 VanillaGift Card for Christmas, she tried to order hair for $172 off Amazon. She checked her confirmation and it said “payment revision needed”, we checked the Bal on the gift card website and “ COMPANY STR@ CHICAGO” showed up for $166 taken off. Now I cannot get my money back
