What is it?

Was charged for an in store purchase in Austin tx hobby lobby #369 when I'm in Wisconsin. Cash app tells me to call hobby lobby to cancel that transaction. Before finding out about that chargei tried to make a purchase here in Wisconsin (Milwaukee) and my card didn't go thru for insufficient funds.
