What is it?

A charge of 1.25 has been deducted from my account and I don't even know who this company or what it is. I know my bank has told me that scam artist will try a small amount and then go in and remove a big chunk.

This is legit. When a municipality uses a third party to process online payments (for example, for water bills), this is how that third party gets paid for the service: by charging you a small fee with it. The fee should appear together with a charge for some payment to the municipality you live in.
