This was charged by my local Sheriff's office via the Permitium website to renew my CCW permit.

This was a charge for fingerprints at the sheriff's office.

Per their email, "Your $18.82 non-refundable processing and convenience fees have been applied as payment for your permits. These fees are non-refundable. Your payment is being processed by Permitium, LLC and will show up in your Credit Card statement as 'Permitium, permits and certificates'".
