Don't ever remember signing up for this. May have just looked at it but never signed in.

This appears to be PeopleSmart.com If you have previously had an account with them to run a background check or a credit check, they may continue charging you after the account is closed. The charge will usually appear as "Pre auth" on the account, or "pre-authorized."
